The Hammond & Morgan duette controllers also have them built in. I have 2 of these controllers and believe me, the cut outs certainly do the job when a short or overload occurs.

For the nem couplers, most model shops stock them. As far as I know, both Bachmann and Hornby produce them, I believe they are available via the Bachmann and Hornby websites.
I find the Bachmann couplers are better as they are better for close coupling.
