Help with PLV

Can someone help with the placement of these two "brackets" please.? It will be obvious to those in the know but I can't find where they should go.Tried the usual Google for an answer but no luck.Anybody??
Maltby Main.NT Aus My children inherited 80% of there intelligence from there mother but yeah, the other 30% came from me.

Not part of the brakes?

Thanks Malcolm.Yep they are part of brakes and fit over axles and either side of wheels..Took me a while to fit them!!!. fiddley fiddley.Thanks again.
